According to the Council of Mortgage Lenders, in the first half of this year repossession figures were at their highest since 2001 standing at 8,140. This quarter-point rise will create real problems for those who are already finding it difficult to make their mortgage payments and we will more than likely see repossession orders increase as a result.”
 
To make matters worse, according to the research findings, over half (53%) of those struggling to make their mortgage payments are too embarrassed to admit that they are having problems to family and friends.
 
The A Quick Sale research also identified that:
- Over a third (35%) of Brits are struggling to manage their day-to-day finances
- Nearly half (42%) won’t discuss their finances with family and friends, with 22% actually lying to cover up their situation
- 17% have taken out secured loans in a bid to improve their financial situation
- One in five (20%) would never tell people if they had to sell their house due to their finances

Minnesota Police Department Arrests Paper-Based Reports in Favor of Digital Dictation; WinScribe Eases Workload for City of Plymouth Police

Police Departments and Government agencies are using digital dictation to cut down on reporting time and management. Digital dictation systems and digital dictation software increase efficiency and workflow using non-proprietary office equipment and digital voice recorders.

Chicago, August 7, 2006 – Hennepin County’s City of Plymouth is one of the fastest growing communities in the Twin Cities metropolitan area. The Plymouth Police Department is taking advantage of the technology to cut reporting times down for more than 70 personnel including officers, sergeants and lieutenants, leaving them with more time to focus on case loads.

Many state and local organizations, including Hennepin County are beginning to mandate a move to digital dictation systems because of the increased efficiencies and accuracies in the reporting process. Reports are available faster and can be accessed online meaning officers in different departments can share case information and the administration of solving crimes runs more smoothly.

The day-to-day activities of the Plymouth Police Department involve a myriad of reports that are created and accessed by numerous parties both inside and outside of the department. Until recently, any information that needed to be recorded or transcribed was dictated on to analog tapes which then had to be physically delivered to a typist, or to a third-party requiring the information.

“It was very difficult to manage information using tapes,” explains Tianhong Zhang, assistant manager IT Services for the City of Plymouth. “The information was hard to transfer, retrieve and archive – and cross-referencing it with our record system was almost impossible.”

The City issued a Request for Proposal specifying its requirements to eight vendors and received seven responses back.

“WinScribe met our requirements best,” says Tianhong, “and offered the best value for money of all the solutions.”

“Another major reason for selecting WinScribe was its simplicity – fewer steps to implement and less hardware at the backend. The Police Department has 70 authors primarily using Olympus DS4000 digital portables for dictation,” confirms Tianhong. “Most of the authors are officers but other personnel such as lieutenants and sergeants also use it.”

Initially it was a challenging implementation for both the service provider, Northland Business Systems, and the Police Department as there were some complex routing and archiving requirements.

Some of the users also went through a bit of a learning curve when it came to using the new Olympus Digital Recorders and downloading their dictation to the WinScribe system, but the final result has been very positive according to Tianhong. The County notified all local government agencies that they would mandate them to move to digital dictation in the short term. The City is pleased that it made the move sooner as it realizes the benefits the technology offers.

Productivity has definitely been improved by the move to WinScribe. Personnel no longer have to wait to get access to information and multiple users can be accessing the same file at the same time. Supervisors used to have to wait for reports to be transcribed to read them, but now they can listen to the report, even while it is being typed. People can access the system anytime, from anywhere on the network and the City can control who has access to files by establishing the appropriate permissions.

Tianhong sums it up by saying “Retrieval of information is much easier and manageability is greatly enhanced. Users know where the dictation is, how many are waiting, and can access it from anywhere and at anytime – even while it’s in the queue waiting to be typed.”

Clerical staff have also been able to manage their workflow more efficiently since the WinScribe system was implemented. They now know how long a file is and can pick a job from the queue according to their schedule. The Supervisor of the Clerical division knows which of her staff is working on a particular job and finds the process status information and reports particularly useful.

Barbara Cox, Administrative Services Manager, explains how the department’s budget planning process has also benefited from the reports WinScribe generates.

“When we were previously doing planning and budgets, we had no idea about the number and amount of dictation that was coming through as we did not track it, so we had to make estimates.” says Barbara. “This year in the budget process, I was asked to put together some information on hiring an outside transcription service. I was able to simply pull reports off the system for a three month period and put together an accurate report on what the anticipated costs would be using actual data.”

Information archiving is also now much more efficient and the City has saved a huge amount of physical storage space by not having to keep tapes. Future plans include transferring the information currently stored on tapes to the digital file system so that all dictations can be cross-referenced with the record management system.

“The payback on the WinScribe system is clearly good but it’s difficult to accurately measure it”, admits Tianhong. “And as with any change, it took some of our users a while to get used to a new way of doing things, but they like it a lot now.”

Surprise – police investigators may not be able to give your case the attention you need, which is why a private criminal investigator may be your best bet.

On television: Many crimes are committed by strangers.
In real criminal investigations: According to statistics gathered by the federal government, many crime victims (including the victims of violent crimes) know their attackers.
 
On television: Most crimes are “street crimes” involving tough characters from the “wrong side of the tracks.”
In real criminal investigations: In today’s world, many criminal investigators spend many long hours pursuing white-collar and corporate crimes, which are estimated to cost our economy hundreds of thousands of dollars each year.
 
On television: All crimes are solved and almost all criminals face justice.
In real criminal investigations: The chances that a criminal will be sent to jail for a crime are about 1 in 100.  Although 80% of murders are solved, the majority of break-ins are never solved.
 
On television:  Police are tough guys who may or may not be corrupt.
In real criminal investigations: According to a study done by the NYC Police Foundation Survey, only 14 percent of the police interviewed thought that television shows an accurate picture of police work. A full 48 percent of police subjects interviewed said that TV police shows hurt their image. 60% of the police interviewed said that TV police did were reckless in their actions not act within the law, especially where driving and weapons were involved.
 
The FBI Uniform Crime Reports found that while the rate for serious violent crimes dropped 6%, murder rates dropped by 13% and the rate of property crimes decreased 10% in between 1990 and 1995, network news coverage of these crimes crime grew by 240 percent in the same time period. News coverage of murders alone in this period grew 336%.
 
What it all means
If you have been the victim of a crime, perception of crime may affect how your criminal investigation proceeds.  Consider that a jury in a criminal case may be affected by common misconceptions about crime.  This possible threat to justice is exactly why many people affected by crime are turning to private investigators to launch their own, independent crime investigations.  This method has several advantages:

Is That A Search Engine In Your TV, Or Are You Just Glad To See Me?

Is Your Search Engine Listening?

I RECENTLY CAME ACROSS A paper written by Google and the Center for Neural Consumption at Hebrew University describing "social and interactive television applications" that allow your computer to listen to your television, determine what you're watching, and display relevant Web applications.
 
Imagine watching Rachael Ray on the Food Network and having a Web site pop up with the recipes she's using, along with a chat room for people who have cooked that particular dish.
 
Now we're talking--er, listening.
 
The paper outlines a methodology by which a computer can pick up and decipher the audio signal from a TV. In turn, the authors introduce four potential Web applications: "personalized content layers, ad-hoc social communities, real-time popularity ratings and virtual media library services."
 
And how would these applications be monetized? You guessed it's through audio keyword sponsored listings.
 
Seems to be a no-brainer to me. I'm sure companies like Peapod would salivate over the opportunity to reach people watching that Food Network show with an ad to "Buy All the Ingredients Here."
 
But, as with any new technology that promises advanced ad-targeting features, the biggest question marketers will want to know is: can it scale?
 
Well, we already know that TV and Internet are often consumed simultaneously 16 percent of all Web use occurs while viewing TV, per the Online Publishers Association/Ball State Study released last month. That's still a relatively small number, though, so let's consider what it would take to reach critical mass and make this a meaningful advertising vehicle.
 
One option would be to entice consumers by offering commercial-free content to those who adopt the technology. Why would the networks ever agree to this? Well, they already face stiff challenges from TiVo and DVR penetration. If they could use this platform to drive viewers to their Web properties and share in the ad revenue from sponsored listings, it might be worthwhile.
 
Another option would be extending this technology to cell phones and PDAs. While there are certainly a fair amount of people who chat on the phone while watching TV (unfortunately, my wife is one of them), most people will at least have their cell with them in the room.
 
Imagine if people watching MTV could download a ringtone from the artist whose video they just watched. Or if the voting options for "American Idol" popped up right on your phone as you were watching the show.
 
As the paper points out, this technology could also be used to interpret radio signals--another reason why the cell phone might be the right device to tap. Nearly all handsets being manufactured these days are Web and video-ready, so the robust applications are still possible. And certainly, subtle keyword text ads would be suitable in this environment.
 
So, enough about personalization and advanced search tools. How long before search engines literally start listening to us? And will it make AdSense?

When asked if the time table of 5 months wasn't a little unrealistic, Senator Wallis who sponsored the bill replied, "Wahl, if the nay-sayers wouldn't have dragged their feet, we coulda had this puppy in place by now...! Everyone I know has already bought one or received on as a gift like I did". HDTVPCs are expected to cost between $349 for a 12 inch model to about $3700 for a 72 inch model.
